• Colombian Trade and Industry Ministry (2004-2005) I was part of the private sector negotiation team of the Free Trade Agreement with the United States. Alvaro actively participated
in the negotiation of the Intellectual Property and e-commerce chapters of the treaty. He was called to be one of the official negotiators of the IP chapter.
• Colombian Internal Revenue Service (2003, 2005). He worked with them in the regulation of a tax exemption for software revenues and the regulation of the electronic invoices.
• Colombian Foreign Affairs Ministry (1997, 1998) Assistant of the Colombian defense team before the Interamerican Human Rights Court.
• Colombian International Trade Ministry (1999) Advisor of the economic integration and multilateral affairs director.
Ability to integrate public policy with business strategy and corporate development
• Alvaro prepared an act project on cyber crime for the Colombian Bank Association. The project will be filed promptly at the Colombian Congress.
• For many years I advised the Colombian Software Federation –Fedesoft- on public policy issues, one of the results was the Tax exemption for software companies and
other copyrights issues.
• As member of the Colombia Competitiveness Network I worked with main Colombian companies in order to obtain a regulation on electronic invoices.
• He worked together with the Colombian Chamber on Informatics and Telecommunications on ISP responsibility (DMCA Adoption).
• Alvaro helped to create the Colombian branch of the Interactive Advertising Bureau and worked with the founders on anti spam regulation.
Familiarity with Internet technologies and related policy environments
• Only Latin American member of the International Chamber of Commerce (ICC-WBO) EBITT commission (e-business, Information Technologies and Telecommunications).
Alvaro was proposed to be part of Global Alliance for ICT.
